Saw it in Khimki

Two men in formal attire, one in a suit and the other in a military uniform, stand facing each other in a room with large windows. The scene cuts to a man in a blue shirt and striped undershirt standing in a crowd, pointing emphatically with his right hand while speaking, then lowering his arm as he continues to address the group. The sequence returns to the two men, now joined by several others, standing in a line in the same room.
