Pulling out of a parking spot

A silver police station wagon with a checkered livery and flashing red lights drives slowly through a course marked by orange and white traffic cones, maneuvering past a group of uniformed personnel standing in formation on a paved area, with a line of high-rise buildings in the background. The vehicle completes a slow turn and drives out of frame to the left, leaving the group of uniformed individuals standing in formation.
