it's humor

A bald police officer in a white uniform sits at a desk, frowning and looking down, then stands and turns away as another officer in a blue uniform lies on the floor, upside down, with his legs in the air and his head near a leather chair. The scene takes place in an office with a bookshelf, a lamp, and window blinds in the background.
