There it goes walking

A man in a dark uniform stands in floodwater, then walks forward as a silver taxi drives through the submerged street, splashing water and nearly submerging the man who is now swimming in the flood. The scene takes place on a flooded urban street with a partially submerged car and a cracked pavement.
