Cops don't sleep

A person wearing a red and black plaid shirt and a cat mask walks along a wet pavement next to a blue chain-link fence, then turns and runs away from the camera as the scene blurs, revealing a white police car parked nearby. The person reappears, now wearing a green and red hooded garment with an anime character's face superimposed on their head, and the camera rapidly moves to show the police car and surrounding area.
