Couldn't climb up

A man in a dark shirt and light pants is seen from behind, struggling to control a light-colored horse on a paved road with double yellow lines. He holds the horse's head and neck, attempting to guide it forward as the horse repeatedly resists, lifting its front legs and shifting its weight, causing the man to stumble and nearly fall. The pair moves slowly down the road, with green foliage and a utility pole visible in the background.
