A fairy tale

Three women are on the ground on a paved surface next to a white car, with one woman in a patterned dress standing and repeatedly pulling the hair of a woman in a blue patterned outfit who is sitting on the ground. The standing woman's hand moves up and down in a pulling motion, while the woman on the ground remains seated and the third woman sits behind her, all within a street setting.
