Grow, dick

A man in a military uniform covered in medals, wearing a fur hat, an eyepatch, and a large mustache, sits at a desk and repeatedly taps a white telephone receiver with his right hand. To his right is a red flag with a hammer and sickle, and to his left is a white bust of a man. The scene is set in a dark room with a globe visible in the background.
