It's all simple

A person holding an umbrella stands on a bridge in a rainy city as a train passes overhead, with snow falling and the camera panning across the urban landscape. The scene transitions from a coastal town at dusk to a rainy city street with traffic and a train, then to a view of the city from behind a fence with snow falling.
