Swiper, no swiping

A man in a black beanie and green shirt stands on a city street, facing the camera, while a traffic officer in a yellow high-visibility jacket stands behind him holding a radio. The man's face is replaced by a black balaclava in a jump cut, then the officer reaches out and touches his arm before the man's face returns. The scene repeats with the man's face visible again, and the officer gestures with his free hand.
