A cartoon man in a military-style uniform is suspended in the sky by a parachute, holding the control lines and looking around with a concerned expression. A seagull flies past him, and he reacts with alarm, his face showing increasing distress as he looks upward. The scene takes place against a blue sky with white clouds.
