Why on earth

Two police officers in dark uniforms stand on a paved city plaza with trees and buildings in the background, one speaking to the camera while the other stands beside him; the scene cuts to a group of riot police in blue camouflage gear forcibly detaining a person on the ground, then to another group of riot police in full gear dragging an older man with white hair, before returning to the original scene of the two officers.
