Two men in suits sit at a table, one with a beard and the other bald, both looking forward and occasionally shifting their gaze. The scene cuts to a man in a suit seated at a desk with Russian and state flags behind him, speaking and gesturing with his hands clasped in front of him. The sequence alternates between the two groups, showing the men at the table listening and the man at the desk speaking.
