“Western mentality”

A police officer in uniform bends over to adjust the shoe of a man in a grey puffer jacket, who is balancing his foot on a metal bollard on a city sidewalk. The man, holding a cigarette, lifts his foot off the bollard, then places it back on to allow the officer to continue adjusting his shoe, before the officer steps back and the man removes his foot.
