A female news anchor presents a story in a studio, with a screen behind her showing a man in a puffer jacket at a service counter speaking with a female employee; the scene on the screen changes from an exterior of a building to the interior interaction, where the man hands documents to the employee while a text overlay in Russian reads "New law on self-employment."
