what are we shouting about

A man in a suit and white hat sits in a red chair on a stage with a dark background and vertical pink lights, adjusting his hat, then pointing his right index finger forward, then holding a white object and waving it, then raising his right arm with a closed fist. The scene is overlaid with Russian text and the words "Bale" and "pistachio" in English.
