Pigeons.

A man in a purple shirt and hat stands in a large open plaza, surrounded by a flock of pigeons, and repeatedly waves a small red, white, and blue flag, causing the birds to scatter and fly into the air before settling back down around him. The setting is a paved public square with a large fountain and flowerbeds in the background.
