Got stopped by a cop

Inside a car at night, a man in the driver's seat looks toward a person outside the open window, who holds a phone with a light on. The man inside reacts to text overlays in Russian, including "ПИДАРААААС", "Я ЗНАЮ", and "ПОТОМ ДОГОНЮ", while the person outside remains visible and holds the phone steady.
