Its a cop

A white police pickup truck with flashing red and blue lights drives slowly through a nighttime street scene, turning left across the road from the perspective of a vehicle in traffic. The truck, marked with "POLICE" and a phone number, moves from the right side of the frame toward the left, passing other parked and moving cars under the glow of streetlights.
