red-handed

A man in a cowboy hat and vest sits in a small boat on water, repeatedly raising his hand to adjust his hat while looking around, followed by a cut to a man in a white uniform hat waving against a cloudy sky, then a cut to a small boat being hit by a large splash of water, and finally a return to the man in the cowboy hat looking forward.
