What the fuck?

A man and a boy stand in a driveway with a small dog between them, the man and boy each holding a flag, the man's flag is the European Union flag, the boy's is the United States flag, and the dog's is the Ukrainian flag. The man and boy then run in opposite directions, leaving the dog standing alone in the middle of the driveway. The scene then cuts to a bald man in a suit and bow tie, sitting in an office, smiling and gesturing with his hands as he speaks.
