I spin it, I twirl it

A bald man in a black shirt and pants stands on a white line on a paved outdoor court, holding a long pole with red, fan-like objects attached to both ends. He rotates the pole horizontally, causing the red objects to spin rapidly around him in a circular motion. The scene is set outdoors with green trees and grass in the background.
