Long-awaited

A screenshot of a Russian government service website displays a message about a missed military draft notification, with a cartoon character reacting with a "PAZAN" speech bubble. The scene then cuts to an animated sequence where a young boy stands in a garage with a red duffel bag while an older man with spiky blue hair, wearing a white lab coat, reacts with exaggerated expressions and gestures, raising his arms, then holding a small blue orb, and finally clutching his head in distress.
