Why....

A live-action man's face is superimposed over an animated girl with blonde hair and large eyes, creating a layered visual effect where the man's facial features, particularly his eyes, are replaced by the girl's eyes; the image cycles through various poses and expressions of the girl, with the man's face remaining static in the foreground, all set against a blurred background that suggests an indoor environment.
