I don't understand

A cartoon character with a distressed expression appears in a close-up, then the scene shifts to a man in a purple shirt sitting at a desk, looking at a piece of paper while a smaller man sits across from him; the man in purple then looks down with a sad expression, followed by a shot of the smaller man looking at a paper with a neutral expression, and finally, a yellow dog on a leash stands on a sidewalk next to a person's leg.
