A man in a black jacket lies on his side on a paved surface, restrained by a person in a dark uniform who sits on his back, holding his arms. The man on the ground holds a small object in his right hand and looks toward the camera, while the person restraining him holds a black object in their left hand. A red and white caution tape is visible in the foreground.
