A police officer and a woman are in a car, with the woman gesturing and speaking to the officer, who looks at her with a surprised expression; the scene cuts to a man in a reflective vest walking across a wet city street with traffic and a tram in the background, then returns to the car interior where two men in uniform react with wide eyes and open mouths, pointing forward, before cutting back to the original car scene where the woman continues to speak and gesture while the officer listens.
