Dirty Cops

Two men are in a close embrace, one with his arm raised, as the other appears to be shouting or singing; the scene cuts to a group of men in a room with wood-paneled walls, where one man is being held and moved rhythmically while others clap and dance around him; the sequence then shows two men in uniform sitting at a desk, one gesturing while speaking on a phone, before returning to the group scene where the man is being held and moved in a dance-like manner.
