how?

Two men are outside near a green metal fence; one man in a red plaid shirt lies on a piece of cardboard on the ground, while the other man in a black hoodie and red pants stands over him, holding a larger piece of cardboard. The man on the ground repeatedly lies down and then sits up as the standing man moves the cardboard, creating a looping motion that mimics a person pretending to be homeless.
