Submarine

A figure stands on a dark, submerged structure in a body of water under a stormy, green-tinged sky, raising an arm and emitting a glowing, smoky substance that rises into the air. The figure remains mostly stationary, with the glowing effect pulsing and expanding slightly, while the water ripples gently around the structure.
