Devastation

A man in a dark suit and red tie speaks at a podium in a wooden chamber, his mouth open mid-speech. The scene cuts to another man in a dark suit with a blue tie, standing and placing his right hand over his heart. The view then shifts to a wide shot of a large assembly of men in suits and casual shirts, many with their right hands over their hearts, standing in a legislative chamber.
