Why no helmet?

A construction worker in a yellow vest stands on the roof of a building covered in white insulation panels with red text, while another worker in an orange hard hat stands on the ground with a man in a black jacket, against a clear blue sky. The scene alternates between a low-angle view of the worker on the roof and a medium shot of the two men on the ground, with the worker on the roof occasionally moving slightly.
