Fairytale city

A man in a red suit with a pink bow tie and sunglasses stands in a street, looking at the camera, then turns his head slightly. The scene cuts to two men in brightly colored suits, one in orange and one in blue, standing on a dirt road; the man in the orange suit looks up while the man in the blue suit gestures. The scene cuts again to a man in a light-colored suit and hat, speaking to the camera while holding a pipe, with subtitles appearing on screen. The setting is a street in a developing urban area with modest buildings and a mosque minaret in the background.
