Whose fault is it

Two men sit in white chairs on a television studio set, engaged in conversation across a glass table, while a third man stands behind them, gesturing with his hands as he speaks. The man on the left holds a black folder and gestures with his right hand, while the man on the right listens and occasionally responds; the standing man shifts his weight and moves his hands as he talks, with a large screen displaying a green field behind them.
