Awful cops

A man in a black beanie with a police patch stands on a city street at night, looking at the camera, as flashing red and blue lights from a police car illuminate the scene; the view cuts to a different man in a grey beanie with "CPD" on it, standing indoors near a doorway, who looks down and then up with a serious expression, before cutting back to the first man, now wearing glasses, still facing the camera with the same serious expression as police on horseback move in the background.
