bro's already on his way

A man in a blue shirt and grey jacket argues with a police officer beside a car, gesturing emphatically while the officer writes on a notepad; the scene escalates as the man is surrounded by a group of young men, one of whom records the confrontation on a smartphone, with the man in the blue shirt eventually being restrained and pushed down by the group. The setting is an outdoor urban area with a street, parked vehicles, and a small building with a green roof.
