A crowd of people gathers around and atop a line of parked police cars in an urban street, with individuals on the vehicles raising their arms in a celebratory or defiant gesture, while elsewhere in the city, a larger group of people are seen looting and vandalizing a street corner, overturning a vendor's cart and scattering its contents.
