A man in a blue t-shirt and grey jacket stands in front of a police officer in a dark uniform, gesturing with his hands while speaking, as the officer holds a document and listens; the scene alternates with the man standing in front of a white police car with other men around him, one holding a phone, and then returns to the initial interaction, all taking place outdoors on a street with vehicles and buildings in the background.
