Two men stand close together in a crowded, dimly lit outdoor setting at night, with one man in a blue and black jacket pouring a liquid from a plastic bottle into the hand of another man in a dark jacket, causing a large plume of white vapor to rise from the hand, as the man in the dark jacket leans in to inhale the vapor.
