A large mass of white, fibrous material is caught on the top of a chain-link fence topped with barbed wire, violently whipping and tumbling in a strong wind against a clear blue sky. The material, resembling cotton or insulation, is continuously blown and twisted by the wind, creating a dynamic, chaotic motion as it clings to the fence and barbed wire.
