On the down low

A man in a pinstripe suit stands in a crowded indoor setting, likely a legislative chamber, and repeatedly brings his right hand to his face, touching his nose and eye area while speaking to another man in a suit. The interaction continues as the man in the pinstripe suit gestures with his left hand and maintains eye contact.
