Who is this?

A man in a dark suit and tie sits at a desk in a modern office, speaking and gesturing with his hands. The scene cuts to a historical film clip showing two men in traditional Russian attire, one in a brown coat and the other in a patterned robe, standing in a stone-walled room, followed by a close-up of a man in a fur hat and ornate red clothing with a white bandage around his head.
