A man in a dark suit and red tie stands at a podium in a legislative chamber, speaking and gesturing with his hands while holding papers, then steps back as another man in a dark suit and brown tie takes his place at the podium and continues speaking. The setting is a formal assembly hall with rows of wooden desks and seated attendees.
