A man in a suit sits at the head of a long table in a conference room, speaking and gesturing to a group of people seated around him, while a television screen to the left displays a video of a person falling in the snow. The scene is set in a formal meeting room with Ukrainian and regional flags hanging on the wall behind the speaker.
