Arrow villains

A woman in a black costume and mask stands in a dimly lit industrial space, holding a weapon and aiming forward. The scene cuts to a woman in a white dress looking up in alarm, then to a man in a suit adjusting his tie, followed by a man in a dark jacket breaking a window at night, and finally returns to the costumed woman aiming her weapon.
