A man in a blue suit and red tie stands at a podium with a seal, speaking and gesturing with his right hand, surrounded by a group of people and multiple flags in an outdoor setting. The scene is static, with the man continuing to speak throughout the loop. The video then cuts to an animated scene of a cartoon beaver in a tree hollow, looking out and then raising its left hand.
