Mugman misses

A cartoon character with a top hat and glasses points aggressively, then shoots a small beam from his finger at a floating, smiling face, which is shown in a close-up with a shocked expression before the character stands triumphantly with the word "missed" written beside him, followed by a close-up of the character looking annoyed and then pointing again with a determined expression.
