ACAB

A shirtless man in patterned shorts repeatedly swings his arms and legs in a wide, uncoordinated manner while standing in front of a police officer in a black uniform with "ПОЛИЦИЯ" on the back; the officer stands still, facing away, and talks on a phone, while a woman in a blue uniform watches from behind; the scene takes place in a large, brightly lit hall with high arched windows and turnstiles.
